Background
The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA) and the Norwegian Government. (Norway). The fund finances implementation of projects proposed and designed by Government of Somaliland line ministries and agencies which are aligned to the National Development Plan (NDP) and the specific ministries strategies. The management of the SDF Secretariat has been contracted to BMB Mott MacDonald, an international consulting company, which is responsible for both the strategic and day – to – day management of the fund on behalf of the Government of Somaliland and the donors.
The SDF has allocated funds to the Ministry of Water Resources to implement the Water Resources Development Somaliland 2014-2015 project. The project consists of six key activities, namely:
Berbera Urban– Detailed water study, master plan and emergency works (Sahil region)
Burao urban – Infrastructure (Toghdeer region)
Laas Anod - water study and borehole testing for (Sool region)
Hadaaftimo - Small water distribution system (Sanaag region)
Gargooray – Drilling of a borehole and a distribution system (Awdal region)
MoWR - Capacity building programme for the MoWR (at different levels)
The project will be managed through a Project Management Team (PMT) within the MoWR. The PMT will be headed by a Project manager who will be a senior MoWR official working with a technical team which includes a Technical Advisor and a Project Administrator. The SDF – Secretariat is seeking applications from suitable individual candidates for the Technical Advisor role to Ministry of Water Resources.
Role of the Technical Advisor
The Technical Advisor will be responsible for advising the PMT in general and the Project Manager in particular, on various technical and organizational matters for smooth implementation of the project. Besides the advisory role, he/she will streamline the project’s activities as per the project document and established procedures of the SDF. The TA will closely liaise and coordinate with all stakeholders including other members of the PMT, key MoWR staff, other actors in the water development sector and the SDF secretariat.
Required Qualifications/Skills
Qualifications and skills
At least a Master’s degree in Water Engineering or Civil Engineering bias in water engineering or their equivalent;
Excellent understanding of the Project Cycle Management;
Demonstrated excellent command of spoken and written English. Fluency in Somali will be an added advantage although not essential;
Familiarity with Autocad or other computer aided design software;
Proven interpersonal and diplomatic skills; and
Proven conflict sensitivity and understanding of gender programming.
Proven facilitation, analytical and report writing skills;
General professional experience
Minimum of 10 years' experience working in senior level in Water Supply Sector projects in Africa;
Proven experience in Project Management skills including financial and physical progress monitoring and reporting. Experience in setting up M&E systems preferred but not essential;
Demonstrated experience with public sector clients; and
Specific work experience in East and Horn of Africa context is required. Specific work experience in Somalia or Somaliland would be an added advantage but not essential.
Specific professional experience
Demonstrated experience (minimum of 8 years) in project design, formulation and implementation in the Urban and Rural Water Supply Projects. Examples of projects managed in the last three years might be requested for;
Proven capacity to supervise, train and coach teams.
